History
   In April 1951, Shenzhen Association of Industry and Commerce was established. Liang Baihe acted as Chairman, and Huang Guowei and Liang Cang acted as Vice Chairman. In 1954, Bao’an Association of Industry and Commerce was established in Shenzhen. Yuan Jinming was appointed as Chairman, and Ye Wolin, Liu Ming, Tao Shun, Huang Bingrong and Liang Yaozong were appointed as Vice Chairman. In 1960, Tao Shun was designated as Chairman, and Liang Zhuowen and Cai Woquan was designated as Vice Chairman. In 1962, Cai Woquan acted as Chairman, and Liang Zhuowen and Liang Yaozong acted as Vice Chairman. Association of Industry and Commerce in the county had been closed from 1966 to the Cultural Revolution. Guided by the spirit of the Third Session of the Eleventh Central Committee of the Party and the Forth Member Congress of National Association of Industry and Commerce held in October 1979, Shenzhen had prepared to establish Association of Industry and Commerce since the construction of Shenzhen City in 1979.
In 1981, the Preparatory Committee of Shenzhen Association of Industry and Commerce (1981-1986) was established. Vice Minister of the United Front Work Department of Municipal Party Committee Huang Guoxiang acted as Chairman of the Preparatory Committee, and Cai Woquan and Liao Mingguang were appointed as Vice Chairman. In January 1986, the Municipal Party Committee appointed Shao Junyan as Chairman of the Preparatory Committee. The office was located at No. 83 Jiefang Road—the location of the original Bao’an Association of Industry and Commerce.
On April 22nd, 1986, Shenzhen Association of Industry and Commerce (April 1986-January 1992) held the First Member Congress. The first committee and standing committee were constituted by election. Chairman, Vice Chairman and Secretary were elected by members. In April 28, the inaugural meeting was held. The office was set up in No. 83 Jiefang Road. Shao Junyan was appointed as Chairman. In 1990, Xie Fengxiang acted as Deputy Secretary of Party Group. In 1990, the office was moved from No. 8 Jiefang Road to the 2nd floor, Economic Building, Huaqiang North Road, and secretary department, contact department and information advisory department were founded. Shenzhen Association of Industry and Commerce established two economic entities—a consulting service company and Shenzhen market, following by Huishang company taking charge of the economic entities owned by the association. In 1990, the name “Shenzhen General Chamber of Commerce” was used together with the name “Shenzhen Association of Industry and Commerce” after No. 7 Document issued by Shenzhen Municipal Party Committee of CPC.
On January 22nd, 1992, Shenzhen General Chamber of Commerce (January 1992-July 2000) held the 2nd Member Congress. The new leading group was constituted by election. Ma Fuyuan was selected as Chairman. Shenzhen Association of Industry and Commerce was renamed as “Shenzhen Association of Industry and Commerce”. The office was located at 2/F, Economic Building, Huaqiang North Road. In August, 1992, it moved to C.P.P.C.C. Building. In January, 1999, it moved to No.8 Hongbao Road. Ma Fuyuan acted as Chairman and Secretary of Party Group. Ye Fengxiang was appointed as Deputy Secretary of Party Group and Vice Chairman. In 1996, Wu Di acted as Chairman and Secretary of Party Group, and member work department, contact work department, economic work department and offices were established, following by “Exit Affairs Office” and “Party Committee Office of Private Enterprises” in the same year and “Legal Department” in 1997.
On August 11, 2000, Shenzhen General Chamber of Commerce (Association of Industry and Commerce) (August 2000-January 2005) held the 4th Member Congress. The forth leading group was constituted by election. Liang Zhimin was selected as Chairman. Shenzhen General Chamber of Commerce began to reuse the name of “Association of Industry and Commerce”. It was the first time for a private entrepreneur to act as Chairman of Shenzhen General Chamber of Commerce, marking the further progress on the road of Shenzhen General Chamber of Commerce (Association of Industry and Commerce) reform. In June 2003, the Municipal Party Committee resolved to establish Shenzhen Private Economy Work Committee of CPC based on the original Party Committee of Private Enterprises in cooperation with Shenzhen General Chamber of Commerce.
On January 31st, 2005, Shenzhen General Chamber of Commerce (Association of Industry and Commerce) held the 5th Member Congress. The fifth leading group was constituted by election. Zhang Simin was selected as Chairman. Offices, member wok department and economic contact department were founded. There are about 9,000 members and 57 local chamber of commerce by December 2007. The number of council members increased to 379, which is more than that of any other previous one. Council members include famous representatives with local or national influence, leading enterprises in various industries of Shenzhen city and leaders of high-tech enterprises with strong innovative power.
In September 2009, Shenzhen General Chamber of Commerce (Association of Industry and Commerce) held the 6th Member Congress. The fifth Chairman and NEPTUNUS President Zhang Simin was reappointed as Chairman. 34 people were selected as Standing Vice Chairman and Part-time Vice Chairman separately. The number of council members reached 453 including over 100 new members, and the number of Part-time Vice Chairman was increased by six. The number broke the record. The sixth Shenzhen General Chamber of Commerce has several features as follows: a wide range of industries, strong representativeness, many political positions, high education and powerful enterprises, etc. The new team enhanced the influence, cohesion and representativeness of Shenzhen General Chamber of Commerce, and the representativeness in both the non-public sectors of the economy and industrial and commercial circles was strengthened. Shenzhen General Chamber of Commerce (Association of Industry and Commerce) played an important role on non-public entrepreneurs’ participation in the political and social affairs, the ideological and political work of non-public entrepreneurs and the People’s Government management of non-public sectors of the economy focusing on team construction, characteristic project and famous enterprises. It improved the rapid and healthy development of municipal private economy and non-public entrepreneurs.
Mission
Shenzhen General Chamber of Commerce (Association of Industry and Commerce) is aimed at uniting industrial and commercial circles, representing and maintaining the lawful rights and interests of members and business circles, communication between members and the Government, maintaining fair competition, assisting the Government, helping enterprises with various service work, developing economy and trade exchanges at home and abroad and overseas relationship, and promoting the development of Shenzhen economy.
Main Functions
1. Participate in the administration and discussion of state affairs and political consultation of important issues in Shenzhen political, economic and social life, and carry out democratic supervision.
2. Keep close contact with members, provide a smooth channel of expressing views and suggestions, commend advanced models among them and carry out political recommendation of industrial and commercial representatives.
3. Strengthen and improve the ideological and political work of non-public entrepreneurs.
4. Guide the members to develop as follows: Transform the mode of economic development, save energy resources, protect environment and establish harmonious labor relation in accordance with the scientific development view, abide by the relevant laws and regulations of the State, standardize operation, deliver taxes as required, establish modern enterprise system and maintain the order of market economy.
5. Represent and maintain the lawful rights and interests of members, reflect the ideas, demands and suggestions of members, and participate in the intercession and arbitration of economic disputes.
6. Provide service including training, financing, technology, law and information consulting, economy and trade exchanges at home and abroad, the communication and coordination of public relations, help members to strengthen independent innovation and promote the core competitiveness and sustainable development.
7. Strengthen the relationship with Hong Kong and Macao Special Administrative Region and commercial and industrial figures in Taiwan, improve economic and trade cooperation and national reunification, keep close contact with foreign industrial and commercial organizations, assist with the implementation of opening wider to the outside world, and provide service for enterprises to enter the international market.
