[Evolution of SZGCC] Shenzhen Town Association of the Industrialists and Businessmen was founded in April, 1951 with Liang Bohe as the director and Huang Guowei and Liang Cangren as the assistant directors. Bao'an County Association of the Industrialists and Businessmen was founded in 1954, located in Shenzhen, with Yuan Jinming as the director, Ye Wolin, Liu Ming, Tao Shun, Huang Bingrong and Liang Yaozong as the assistant directors. In 1960, Tao Shun was promoted to be the director and the assistant directors were Liang Zhuowen and Cai Woquan. In 1962, the association was headed by Cai Woquan with Liang Zhuowen and Liang Yaozong as the assistant directors. However, the association had to stop all activities until the end of the Great Cultural Revolution since 1966. The year of 1979 witnessed the establishment of Shenzhen City. According to the spirits of the third plenum of the 11th session of the Chinese Communist Party Central Committee in 1978 and of the fourth session of members congress of Chinese Industrialists and Businessmen in October of 1979, Shenzhen city begun the work to build the Municipal Association of the Industrialists and Businessmen. Shenzhen Municipal Association of the Industrialists and Businessmen Preparation Committee (1981-1986) was established in 1981, with Huang Guoxiang, the vice head of the Municipal Party Committee United Battle Line Department, as the director and Cai Woquan and Liao Mingguang as the assistant directors. In January of 1986, the municipal Party committee appointed Shao Junyan as the head of the preparation committee. The office was set up in 83 Jiefang Road, which was the same site of the original Bao'an Town Association of the Industrialists and Businessmen. Shenzhen Municipal Association of the Industrialists and Businessmen (1986.4-1992.1) held the first congress of members on April, 22 of 1986 when the committee, standing committee, director, assistant directors and secretary-general were democratically elected. On 28, April of the same year was held the foundation conference. The office was set up in 83 Jiefang Road. Shao Junyan was elected as the head. Xie Fengxiang was appointed as the assistant secretary of the Party members' group in 1990. The office was moved from 83 Jiefang Road to 2/F Economic Building, Huaqiang North Road in 1990, involving Secretary Dept., Contact Dept. and Consulting Information Dept. Then it set up two entities: Consulting Service Corporation and Shenlian Market. Subsequently, it set up Huishang Company to manage the affiliated economic entities. Following the issue of the No.7 document of the Municipal Committee of the Communist Party of China, the association begun to use the name of "Shenzhen General Chamber of Commerce". Shenzhen General Chamber of Commerce (1992.1-2000.7). Shenzhen Municipal Association of the Industrialists and Businessmen held the second congress of members on January of 1992 when a new leader team headed by Ma Fuyuan was elected. Shenzhen Municipal Association of the Industrialists and Businessmen was officially changed the name as "Shenzhen General Chamber of Commerce", with the office located in 2/F, Economic Building, Huaqiang North Road. The office was moved to Zhengxie Building in August of 1992 and then to 8 Hongbao Road in 1999. From 1992 to 1994, SZGCC was presided by Ma Fuyuan who also served as the secretary of the Party members' group. SZGCC had several functional departments: Office, Members Department, Contact Department and Economic Consulting Department. From 1994 to 1996, Liao Junwen, the head of the Municipal Party Committee United Battle Line Department, was appointed as the secretary of the Party members' group, and Ye Fengxiang as the assistant secretary and standing vice head. In 1996, it was Wu Di who was appointed as the head of SZGCC and the secretary of the Party members' group. At that time, SZGCC had set up Members Department, Contact Department, Economic Department and Office. It additionally set up "Going Abroad Office" and "Private Enterprises Party Committee Office" in 1996 and "Law Affairs Department" in 1997. Shenzhen General Chamber of Commerce (Association of the Industrialists and Businessmen) (2000.8-2005.1). SGCC held the fourth congress of members on August 11, 2000 when the fourth leader team headed by Liang Zhimin was elected. Meanwhile, Shenzhen General Chamber of Commerce begun to use the name of Association of the Industrialists and Businessmen again. It is the first time for SGCC to be elected with a private entrepreneur as the head, which indicates another great step that SGCC has taken on the evolutional road. In June, 2003, the Municipal Committee decided to establish CPC Shenzhen Non-state-owned Economy Work Committee based on the original non-state-owned enterprise party committee and then handle affairs with SGCC in the same office. On Jan.31, 2005, SGCC (Association of the Industrialists and Businessmen) held the fifth congress of members and the fifth leader team headed by Zhang Simin, as the chairman, was elected. And establish office, membership work department and economic contact work department. SZGCC has a membership of a great number of organizations, corporations and individuals. Covering a wide spectrum of corporations with diverse sectors of the economy, its corporation members involves large state-owned group corporations, limited liability companies, collectively-owned enterprises, township and village enterprises, "three-capital" enterprises and private enterprises. Meanwhile, its organization members widely covers an association of civilian entrepreneurs, an association of private enterprises and over thirty trade associations. SZGCC is a grassroot organization including district, township (Street Office) chambers of commerce and trade associations. SZGCC's members feature talent soaring, powerful strength, vigor overflowing and dramatic development. Not only dose SZGCC keep close ties with chambers of commerce in various cities at home but also maintains exchange of friendly visits with chambers of commerce in Taiwan, Hong Kong, Macao and even all parts of the world. In especial, SZGCC has signed an agreement for friendly cooperation with many chambers of commerce. Therefore, SZGCC is a bridge to success and a tie of friendship in no matter letting the world know Chinese markets or letting China step into the world markets.
Purposes of SZGCC SZGCC aims to hold business circles together, stand for and safeguard legal rights and interests of members and business circles, link up the government and members, maintain fair competitions, assist both government and enterprises to do each service assignment well, expand cooperating channels to boost domestic and foreign trade, and promote the economic development in Shenzhen.
Main Functions of SZGCC (1) To stand for business circles of the whole city to participate in government and political affairs; (2) To assist the government to manage and guide the business operations of the enterprises; (3) To safeguard legal rights and interests of both members and business circles; (4) To provide enterprises with beneficial services; (5) To help the government and enterprise to expand channels for both domestic and foreign trade.
